1. Purpose of This Document<\/strong><\/h2>\n

This document defines the guardrails<\/strong> that protect MinistryCentral Europe\u2019s documentation, content, and platform from drift, fragmentation, and accidental misuse.<\/p>\n

It does not<\/strong> replace detailed governance, workflow, or role guides.<\/p>\n

Instead, it establishes non-negotiable boundaries<\/strong> that apply across all roles.<\/p>\n

If you remember only one thing from this document, remember this:<\/p>\n

2. Governance Philosophy<\/strong><\/h2>\n

MinistryCentral Europe operates on three foundational governance principles:<\/p>\n

  2. Deliberate change over silent fixes<\/strong><\/li>\n
  3. Central authority with distributed contribution<\/strong><\/li>\n<\/ol>\n

    These principles ensure the system remains:<\/p>\n

    • Scalable<\/li>\n
    • Pastorally sensitive<\/li>\n
    • Technically stable<\/li>\n<\/ul>\n

      3. Canonical Authority Guardrail<\/strong><\/h2>\n

      • Echo Knowledge Base<\/strong> is the canonical source of truth<\/strong><\/li>\n
      • Authority does not arise from:\n
          \n
        • Seniority<\/li>\n
        • Familiarity<\/li>\n
        • Convenience<\/li>\n
        • Good intentions<\/li>\n<\/ul>\n<\/li>\n
        • Authority arises only through the defined lifecycle and approval process<\/strong><\/li>\n<\/ul>\n

          No document is authoritative until it is:<\/p>\n

          Approved and published in Echo KB<\/p><\/blockquote>\n

          4. Role Boundary Guardrails<\/strong><\/h2>\n

          Each role has explicit boundaries<\/strong>.<\/p>\n

          No role is allowed to:<\/p>\n

          • Absorb responsibilities from another role \u201ctemporarily\u201d<\/li>\n
          • Bypass another role to save time<\/li>\n
          • Redefine its own authority<\/li>\n<\/ul>\n

            Examples:<\/p>\n

            • Editors do not define policy<\/li>\n
            • Coordinators do not publish<\/li>\n
            • Instructors do not manage platforms<\/li>\n
            • Contributors do not edit canonical content<\/li>\n<\/ul>\n

              Boundary violations are escalated \u2014 not negotiated.<\/p>\n

              5. Tool Neutrality Guardrail<\/strong><\/h2>\n

              Tools serve the system; they do not define authority.<\/p>\n

              • Notion = drafting, coordination, review<\/li>\n
              • Echo KB = canonical publication<\/li>\n
              • Loom \/ Vimeo = communication and media<\/li>\n
              • Platforms do not grant authority by themselves<\/li>\n<\/ul>\n

                Tool usage never implies permission.<\/p><\/blockquote>\n

                6. Change Management Guardrail<\/strong><\/h2>\n

                • No silent changes to canonical content<\/li>\n
                • No \u201cquick fixes\u201d outside the lifecycle<\/li>\n
                • Substantive changes always re-enter review<\/li>\n
                • Minor clarifications are logged and visible<\/li>\n<\/ul>\n

                  Speed never overrides traceability.<\/p>\n
