Purpose of This Document<\/strong><\/h2>\n<p>This document exists to:<\/p>\n<ul>\n<li>Define <strong>clear content states<\/strong> (lifecycle stages)<\/li>\n<li>Prevent ambiguity about what is \u201cofficial\u201d<\/li>\n<li>Eliminate silent or accidental changes<\/li>\n<li>Establish <strong>canonical precedence<\/strong> across tools<\/li>\n<li>Protect contributors, editors, and administrators alike<\/li>\n<\/ul>\n<p>It answers the question:<\/p>\n<blockquote><p>\u201cWhat is the current status of this content, and what does that status allow?\u201d<\/p><\/blockquote>\n<hr \/>\n<h2><strong>2. Content Lifecycle Stages<\/strong><\/h2>\n<p>Every piece of documentation follows the lifecycle below.<\/p>\n<h3><strong>Stage 1 \u2014 Draft<\/strong><\/h3>\n<p><strong>Purpose:<\/strong> Ideation, exploration, early development<\/p>\n<p><strong>Characteristics:<\/strong><\/p>\n<ul>\n<li>May exist in Notion, Word, or other working formats<\/li>\n<li>Incomplete, experimental, or provisional<\/li>\n<li>No enforcement power<\/li>\n<li>May change freely<\/li>\n<\/ul>\n<p><strong>Rules:<\/strong><\/p>\n<ul>\n<li>Draft content is <strong>not authoritative<\/strong><\/li>\n<li>Drafts must be clearly labeled as such<\/li>\n<li>Drafts may not be cited as official guidance<\/li>\n<\/ul>\n<p><strong>Typical Owners:<\/strong><\/p>\n<p>Contributors, Editors, Coordinators<\/p>\n<hr \/>\n<h3><strong>Stage 2 \u2014 Review<\/strong><\/h3>\n<p><strong>Purpose:<\/strong> Structured evaluation and refinement<\/p>\n<p><strong>Characteristics:<\/strong><\/p>\n<ul>\n<li>Content is substantially complete<\/li>\n<li>Under editorial, theological, or operational review<\/li>\n<li>Feedback and revisions are expected<\/li>\n<\/ul>\n<p><strong>Rules:<\/strong><\/p>\n<ul>\n<li>Changes should be tracked or discussed<\/li>\n<li>Review comments must not be silently applied post-approval<\/li>\n<li>Still <strong>not canonical<\/strong><\/li>\n<\/ul>\n<p><strong>Typical Owners:<\/strong><\/p>\n<p>Editors, Coordinators, Subject Authorities<\/p>\n<hr \/>\n<h3><strong>Stage 3 \u2014 Approved<\/strong><\/h3>\n<p><strong>Purpose:<\/strong> Formal authorization<\/p>\n<p><strong>Characteristics:<\/strong><\/p>\n<ul>\n<li>Explicit approval by a role with canonical authority<\/li>\n<li>Approval may be recorded via:\n<ul>\n<li>Notion status<\/li>\n<li>Written confirmation<\/li>\n<li>Governance log<\/li>\n<\/ul>\n<\/li>\n<li>Content meaning is now frozen<\/li>\n<\/ul>\n<p><strong>Rules:<\/strong><\/p>\n<ul>\n<li>No material changes without reopening review<\/li>\n<li>Approved content is <em>eligible<\/em> for canonical residence<\/li>\n<li>Approval \u2260 publication<\/li>\n<\/ul>\n<p><strong>Typical Owners:<\/strong><\/p>\n<p>Designated Authority Roles<\/p>\n<hr \/>\n<h3><strong>Stage 4 \u2014 Canonical (Published)<\/strong><\/h3>\n<p><strong>Purpose:<\/strong> Official reference and enforcement<\/p>\n<p><strong>Characteristics:<\/strong><\/p>\n<ul>\n<li>Content is published in the <strong>Echo Knowledge Base<\/strong> at\n<p><a href=\"https:\/\/help.ministrycentral-europe.org\">https:\/\/help.ministrycentral-europe.org<\/a><\/li>\n<li>This is the <strong>primary canonical residence<\/strong><\/li>\n<li>Content is considered stable and authoritative<\/li>\n<\/ul>\n<p><strong>Rules:<\/strong><\/p>\n<ul>\n<li>Echo KB takes precedence over all other locations<\/li>\n<li>If discrepancies exist:\n<ul>\n<li>Echo KB &gt; Notion &gt; Other copies<\/li>\n<\/ul>\n<\/li>\n<li>Canonical content may be referenced publicly<\/li>\n<\/ul>\n<p><strong>Typical Owners:<\/strong><\/p>\n<p>Editors (publication), Platform Admins (system integrity)<\/p>\n<hr \/>\n<h3><strong>Stage 5 \u2014 Deprecated \/ Archived<\/strong><\/h3>\n<p><strong>Purpose:<\/strong> Controlled retirement<\/p>\n<p><strong>Characteristics:<\/strong><\/p>\n<ul>\n<li>Content is no longer current<\/li>\n<li>Retained for historical or audit reasons<\/li>\n<li>Clearly marked as deprecated<\/li>\n<\/ul>\n<p><strong>Rules:<\/strong><\/p>\n<ul>\n<li>Deprecated content must not be edited<\/li>\n<li>Replacement or superseding content should be linked<\/li>\n<li>Archived content is not authoritative<\/li>\n<\/ul>\n<hr \/>\n<h2><strong>4. Canonical Residence Rules<\/strong><\/h2>\n<p>Canonical authority is <strong>location-aware but not tool-created<\/strong>.<\/p>\n<h3><strong>Order of Canonical Residence<\/strong><\/h3>\n<ol>\n<li><strong>Echo Knowledge Base<\/strong>\n<p>Primary, authoritative reference location<\/li>\n<li><strong>Notion<\/strong>\n<p>Editorial and working environment<\/li>\n<li><strong>Other formats<\/strong> (Word, PDF, exports)\n<p>Derivative or transitional only<\/li>\n<\/ol>\n<p>Publication in Echo KB <strong>does not create authority<\/strong>, but it does establish <strong>canonical precedence<\/strong> once approval has been granted.<\/p>\n<hr \/>\n<h2><strong>5.
