Purpose of This Document<\/strong><\/h2>\n<p>This document defines <strong>how content moves from Notion into the Echo Knowledge Base<\/strong> and under what conditions that transition is permitted.<\/p>\n<p>It exists to answer one specific question:<\/p>\n<blockquote><p>When does something written in Notion become official?<\/p><\/blockquote>\n<p>Short answer:<\/p>\n<p><strong>Only when it is deliberately published into Echo KB.<\/strong><\/p>\n<hr \/>\n<h2><strong>2. Tool Roles (Clear and Non-Negotiable)<\/strong><\/h2>\n<h3><strong>Notion<\/strong><\/h3>\n<ul>\n<li>Drafting environment<\/li>\n<li>Collaboration space<\/li>\n<li>Review and preparation layer<\/li>\n<li>Status tracking (Draft, Review, Ready)<\/li>\n<\/ul>\n<p><strong>Notion is never authoritative by itself.<\/strong><\/p>\n<hr \/>\n<h3><strong>Echo Knowledge Base (<a href=\"http:\/\/help.ministrycentral-europe.org\">help.ministrycentral-europe.org<\/a>)<\/strong><\/h3>\n<ul>\n<li>Canonical publication layer<\/li>\n<li>Official reference point<\/li>\n<li>Source of truth for users, instructors, and staff<\/li>\n<\/ul>\n<p><strong>Authority begins here \u2014 not earlier.<\/strong><\/p>\n<hr \/>\n<h2><strong>3. What Qualifies for KB Publication<\/strong><\/h2>\n<p>Content may be published to the KB only if it is:<\/p>\n<ul>\n<li>Reviewed for clarity and consistency<\/li>\n<li>Aligned with existing governance documents<\/li>\n<li>Approved by the appropriate role (Editor \/ Lead \/ Admin)<\/li>\n<li>Assigned a clear category and scope<\/li>\n<li>Free of unresolved questions or placeholders<\/li>\n<\/ul>\n<p>Drafts, brainstorming notes, and internal discussions <strong>must not<\/strong> be published.<\/p>\n<hr \/>\n<h2><strong>4. Who May Publish to the KB<\/strong><\/h2>\n<h3><strong>Authorized Roles<\/strong><\/h3>\n<ul>\n<li>Content Editors<\/li>\n<li>Web Platform Lead (structural items)<\/li>\n<li>Project Lead (governance-level documents)<\/li>\n<\/ul>\n<h3><strong>Non-Authorized Roles<\/strong><\/h3>\n<ul>\n<li>General Contributors<\/li>\n<li>Instructors<\/li>\n<li>Course Coordinators<\/li>\n<li>Media contributors<\/li>\n<\/ul>\n<p>These roles <strong>submit<\/strong>, but do not publish.<\/p>\n<hr \/>\n<h2><strong>5. Required Preconditions for Publishing<\/strong><\/h2>\n<p>Before publishing from Notion to Echo KB, the following must be true:<\/p>\n<ul>\n<li>Document status is <strong>Approved<\/strong><\/li>\n<li>Ownership is clearly assigned<\/li>\n<li>Canonical scope is understood<\/li>\n<li>Any cross-references are resolved<\/li>\n<li>Formatting is KB-appropriate (not draft-style)<\/li>\n<\/ul>\n<p>If any of these are unclear, publishing must be delayed.<\/p>\n<hr \/>\n<h2><strong>6. What Happens During Publication<\/strong><\/h2>\n<p>Publishing to Echo KB involves:<\/p>\n<ol>\n<li>Copying final content from Notion<\/li>\n<li>Applying KB formatting and structure<\/li>\n<li>Assigning categories and tags<\/li>\n<li>Verifying links and references<\/li>\n<li>Publishing intentionally (not accidentally)<\/li>\n<li>Treating the KB version as canonical<\/li>\n<\/ol>\n<p>Once published:<\/p>\n<ul>\n<li>The KB version supersedes all drafts<\/li>\n<li>Notion becomes a <strong>reference<\/strong>, not the source<\/li>\n<\/ul>\n<hr \/>\n<h2><strong>7. Handling Changes After Publication<\/strong><\/h2>\n<p>After a document is canonical:<\/p>\n<ul>\n<li>Edits must follow <strong>Change Management Rules<\/strong><\/li>\n<li>Substantive changes re-enter the lifecycle at <strong>Review<\/strong><\/li>\n<li>Minor clarifications may be handled editorially<\/li>\n<li>Silent edits are not permitted<\/li>\n<\/ul>\n<blockquote><p>Canonical documents are<\/p>\n<p><strong>maintained<\/strong><\/p><\/blockquote>\n<hr \/>\n<h2><strong>8. Avoiding Common Failure Modes<\/strong><\/h2>\n<h3><strong>\u274c \u201cNotion is up to date, so it\u2019s fine\u201d<\/strong><\/h3>\n<p>False. Only the KB is authoritative.<\/p>\n<h3><strong>\u274c \u201cI fixed a typo directly in the KB\u201d<\/strong><\/h3>\n<p>Acceptable only for <strong>minor, non-substantive<\/strong> changes by authorized editors.<\/p>\n<h3><strong>\u274c \u201cI\u2019ll just copy it over quickly\u201d<\/strong><\/h3>\n<p>All publication is deliberate. Speed never overrides clarity.<\/p>\n<hr \/>\n<h2><strong>9. Relationship to Other Documents<\/strong><\/h2>\n<p>This document works together with:<\/p>\n<ul>\n<li><strong>Documentation Workflow<\/strong><\/li>\n<li><strong>Status Lifecycle &amp; Canonical Rules<\/strong><\/li>\n<li><strong>Documentation Contribution Guide<\/strong><\/li>\n<li><strong>Change Management Rules<\/strong><\/li>\n<\/ul>\n<p>None of these documents stand alone.<\/p>\n<p>Together, they define a safe, scalable system.<\/p>\n<hr \/>\n<h2><strong>10.
