Core Principle<\/strong><\/h2>\n<blockquote><p>Once content is canonical, change is intentional \u2014 never silent.<\/p><\/blockquote>\n<p>Any modification to canonical content must be:<\/p>\n<ul>\n<li>Visible<\/li>\n<li>Traceable<\/li>\n<li>Authorized<\/li>\n<li>Reversible<\/li>\n<\/ul>\n<hr \/>\n<h2><strong>2. What Counts as a \u201cChange\u201d<\/strong><\/h2>\n<p>A change is <strong>any modification<\/strong> that alters one or more of the following:<\/p>\n<ul>\n<li>Meaning<\/li>\n<li>Scope<\/li>\n<li>Instruction<\/li>\n<li>Interpretation<\/li>\n<li>Structure<\/li>\n<li>Applicability<\/li>\n<li>Enforcement expectations<\/li>\n<\/ul>\n<p>This includes:<\/p>\n<ul>\n<li>Text edits<\/li>\n<li>Rewording<\/li>\n<li>Additions or deletions<\/li>\n<li>Reorganization<\/li>\n<li>Embedded media changes<\/li>\n<li>Linked reference changes<\/li>\n<\/ul>\n<hr \/>\n<h2><strong>3. Changes That Do Not Require Review (Very Limited)<\/strong><\/h2>\n<p>Only the following may be made without reopening review:<\/p>\n<ul>\n<li>Spelling corrections<\/li>\n<li>Grammar corrections<\/li>\n<li>Formatting consistency (headings, lists)<\/li>\n<li>Broken link fixes<\/li>\n<li>Image alt-text corrections<\/li>\n<\/ul>\n<p><strong>Conditions:<\/strong><\/p>\n<ul>\n<li>Meaning must remain unchanged<\/li>\n<li>No new information introduced<\/li>\n<li>Editor must be confident the change is non-substantive<\/li>\n<\/ul>\n<p>If there is <strong>any doubt<\/strong>, the change must be reviewed.<\/p>\n<blockquote><p>When in doubt, treat it as substantive.<\/p><\/blockquote>\n<hr \/>\n<h2><strong>4. Change Categories<\/strong><\/h2>\n<h3><strong>A. Non-Substantive Changes<\/strong><\/h3>\n<p><em>(Low risk)<\/em><\/p>\n<p>Examples:<\/p>\n<ul>\n<li>Typographical errors<\/li>\n<li>Formatting cleanup<\/li>\n<\/ul>\n<p><strong>Process:<\/strong><\/p>\n<ul>\n<li>Editor applies change<\/li>\n<li>No lifecycle reset required<\/li>\n<li>Change may be logged informally<\/li>\n<\/ul>\n<hr \/>\n<h3><strong>B. Substantive Changes<\/strong><\/h3>\n<p><em>(Medium to high risk)<\/em><\/p>\n<p>Examples:<\/p>\n<ul>\n<li>Clarifying a rule<\/li>\n<li>Updating a process<\/li>\n<li>Adjusting wording with interpretive impact<\/li>\n<li>Adding or removing guidance<\/li>\n<\/ul>\n<p><strong>Process:<\/strong><\/p>\n<ol>\n<li>Content re-enters <strong>Review<\/strong><\/li>\n<li>Changes are discussed or documented<\/li>\n<li>Approval is re-obtained<\/li>\n<li>Updated content replaces canonical version<\/li>\n<\/ol>\n<hr \/>\n<h3><strong>C. Structural or Policy Changes<\/strong><\/h3>\n<p><em>(High risk)<\/em><\/p>\n<p>Examples:<\/p>\n<ul>\n<li>Governance updates<\/li>\n<li>Authority changes<\/li>\n<li>Workflow redesign<\/li>\n<li>Platform-wide implications<\/li>\n<\/ul>\n<p><strong>Process:<\/strong><\/p>\n<ol>\n<li>Formal review initiated<\/li>\n<li>Explicit approval by system-level authority<\/li>\n<li>Version supersession documented<\/li>\n<li>Prior version archived<\/li>\n<\/ol>\n<hr \/>\n<h2><strong>5. Lifecycle Interaction<\/strong><\/h2>\n<p>When a substantive or structural change is proposed:<\/p>\n<ul>\n<li>Canonical content <strong>temporarily loses canonical status<\/strong><\/li>\n<li>Status reverts to <strong>Review<\/strong><\/li>\n<li>Publication in Echo KB is updated <strong>only after re-approval<\/strong><\/li>\n<\/ul>\n<p>This ensures:<\/p>\n<ul>\n<li>No \u201cinvisible drift\u201d<\/li>\n<li>No partial authority<\/li>\n<li>No parallel truths<\/li>\n<\/ul>\n<hr \/>\n<h2><strong>6. Where Changes Are Made<\/strong><\/h2>\n<h3><strong>Working Location<\/strong><\/h3>\n<ul>\n<li>Notion (preferred)<\/li>\n<li>Or documented review environment<\/li>\n<\/ul>\n<h3><strong>Canonical Location<\/strong><\/h3>\n<ul>\n<li>Echo Knowledge Base\n<p><a href=\"https:\/\/help.ministrycentral-europe.org\">https:\/\/help.ministrycentral-europe.org<\/a><\/li>\n<\/ul>\n<p><strong>Rules:<\/strong><\/p>\n<ul>\n<li>Drafting and discussion occur <em>outside<\/em> Echo KB<\/li>\n<li>Echo KB is updated <strong>only after approval<\/strong><\/li>\n<li>Direct editing in Echo KB without authorization is prohibited<\/li>\n<\/ul>\n<hr \/>\n<h2><strong>7. Versioning &amp; Supersession<\/strong><\/h2>\n<p>When content is updated:<\/p>\n<ul>\n<li>The new version becomes canonical<\/li>\n<li>The prior version is:\n<ul>\n<li>Archived, or<\/li>\n<li>Explicitly superseded<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Best practice:<\/p>\n<ul>\n<li>Add a short \u201cLast updated\u201d note<\/li>\n<li>Reference what changed when meaningful<\/li>\n<\/ul>\n<hr \/>\n<h2><strong>8. Role Responsibilities<\/strong><\/h2>\n<h3><strong>Contributors<\/strong><\/h3>\n<ul>\n<li>May suggest changes<\/li>\n<li>Do not apply changes to canonical content<\/li>\n<\/ul>\n<h3><strong>Editors<\/strong><\/h3>\n<ul>\n<li>Evaluate whether a change is substantive<\/li>\n<li>Enforce review rules<\/li>\n<li>Protect meaning and clarity<\/li>\n<\/ul>\n<h3><strong>Coordinators \/ Leads<\/strong><\/h3>\n<ul>\n<li>Validate alignment and intent<\/li>\n<li>Confirm approvals when required<\/li>\n<\/ul>\n<h3><strong>Platform \/ Technical Roles<\/strong><\/h3>\n<ul>\n<li>Ensure system integrity<\/li>\n<li>Do not change meaning independently<\/li>\n<\/ul>\n<hr \/>\n<h2><strong>9. Prohibited Practices<\/strong><\/h2>\n<p>The following are <strong>not allowed<\/strong>:<\/p>\n<ul>\n<li>Silent edits to canonical content<\/li>\n<li>\u201cQuick fixes\u201d without review<\/li>\n<li>Parallel versions in multiple tools<\/li>\n<li>Untracked policy changes<\/li>\n<li>Treating publication as approval<\/li>\n<\/ul>\n<p>These practices undermine trust and consistency.<\/p>\n<hr \/>\n<h2><strong>10.
